Eli Charney

Regional Operations Director · Questrade Financial

I’m a strategic HR and people leader who solves business problems through people. Over a career across Toronto, Chicago, and Tel Aviv—spanning HR business partnership, M&A, and consulting—I’ve now expanded into operations, leading Questrade’s Israeli division while keeping the people-and-culture lens at the center of everything.

The through-line

Across every role, industry, and country, the constant is the same: I solve business problems through people.

The short version

My career, in a paragraph

I started in strategic HR, partnering with business leaders as an HRBP. At GE I built and led the HR workstream for mergers and acquisitions—due diligence through integration. I then moved into human capital consulting at Deloitte, and today I’m expanding into operations leadership at Questrade. What’s stayed constant is the lens: I solve business problems through people.

That lens matters more, not less, in the age of AI. Technology advantages get copied quickly; the durable challenge is human—aligning teams, retaining scarce talent, and navigating the complexity of change. Getting the people equation right is the work I’m built for.

The current mandate

Leading Questrade’s Israeli division

My brief is simple and ambitious: grow a world-class technical operation in Israel for one of Canada’s largest fintechs—and own everything it takes to run it.

01 · Talent

Win the hardest-to-fill technical roles

Attract top-tier engineering and security leaders into a market where the best people have their pick.

Already delivered: recruited an enterprise-wide CISO, now based in Israel.
02 · Ecosystem

Plug into Israeli tech

Engage the local innovation ecosystem to source solutions and partnerships that move the wider business forward.

Focus: turning proximity to Israeli R&D into an operating advantage.
03 · Operations

Run the business day to day

Director on the legal entity, plus banking, payroll, compliance, expenses—and the team culture that holds it together.

Scope: full accountability for the local operation, end to end.
